At last night's meeting I had a chance to discuss the tax issues surrounding the property at 2910 Bellecote with Les Dills. Dills explained that he has been attempting to get this property OUT of his name for a few years, as it should have never been registered to his trust. Years and attorney fees later it is still showing on the real estate tax database in his name.
However, he did provide documentation from the St Louis County Department of Revenue that verifies this information. He is providing such documentation to the city clerk. I have uploaded a copy of this letter to our Filebox in GoogleGroups. You can read the letter here.

Fido I don't know a lot about this particular issue. Heck, when Councilperson Dills talked to me about it I was surprised this was still an issue. I was under the impression this issue was raised and resolved prior to his appointment (though I guess this might be a different property).
However, I have first hand experience with bureaucratic nonsense. A close relative of mine on the East Coast tried to renew her driver's license years ago and was shocked to discover that the State DMV records showed her as deceased. It took several years to resolve the issue and the DMV would not issue a license to her until the computer issue was resolved. However, a ranking member of the department gave her a letter that detailed the problem should she ever be pulled over (thankfully she was never pulled over as I doubted that letter would be of any benefit).
That is how absurd bureaucracies can become. Even when everyone involved knows there is a technical error causing the problem they can't / won't take any practical steps to resolve the issue until someone resolves the technical issue (which never seems to be easily accomplished). So I don't find this sort of paper pushing lunacy at all surprising.
