I finally watched the Monday 3/10 meeting on video. It was very apparent that Chuck Boone and Ken Owesnby did not know the meaning of the word "permeable". I find that amazing considering Ken's touting of his educational credentials and his "I am a teacher" rhetoric. Also, doesn't Chuck think he is qualified to be the Public Works Director? His reaction (one of ignorance) to the permeable concrete and asphalt proposal made it apparent he doesn't have the least bit of educational qualification for that position.
And, in case you didn't read it in the newspaper or on overlandchat, MSD will start charging people for all non-permable surfaces. But, heck, we can't expect our "acting" PW director to be up on these types of changes, can we?

This is coming from a man(Owensby) that says he is a teacher for the Francis Howell School District(as stated in the Journal voters guide).
But wait, a check of the school district records indicate that he IS NOT in the District's database as a teacher of any kind(regular or substitute). Could we have another Ward 3 politician who has trouble telling the truth on their resume. The same Ken Owensby who admitted in court under oath to forging city
documents.
I have 1 simple question for Councilman Owensby. When and where did you last teach for any school district?
